Andrew W. Lockard
Andrew received his J.D. degree from the University of San Diego School of Law in 2014, earning special recognition for providing pro bono legal services. He began working with employment and labor law during his first year of law school while clerking at the Employee Rights Center, a non-profit organization providing representation for low-income San Diegans with wage, hour and unemployment benefits issues. Andrew also assisted local hotel and hospitality workers with wage claims against a national hotel chain in coordination with Unite Here! Local 30, and worked as a research assistant with Professor Orly Lobel, a leading scholar in the fields of employment, innovation, and economic analysis of the law. He was a founding member and served on the executive board of the Employment and Labor Law Society, the Chief Comments Editor of the San Diego Journal of Climate and Energy Law, the Senior Executive Editor of the law school newspaper Motions, and on the Honor Court.
Andrew clerked with a prominent employment, labor, and workers’ compensation firm for two years prior to joining the firm as an attorney. He assisted with the firm’s employment practice, private and public sector union clients, and with workers’ compensation clients. He opened the Law Office of Andrew W. Lockard in 2017. Andrew is a member of California Employment Lawyers Association, the Consumer Attorneys of San Diego, the California Applicants’ Attorneys Association, where he has served as the Treasurer of the local chapter, as well as a member of the San Diego County Bar Associations’ Labor and Employment and Workers’ Compensation sections, where he has served as the New Lawyer Member at Large. Andrew has also volunteered his time to provide free legal assistance to the San Diego Volunteer Lawyer Program and Las Valientes, a non-profit in Oceanside, California, assisting families suffering from domestic violence, and served as a guest lecturer on workers’ compensation to Legal Aid at Work’s student-volunteer legal clinic at USD School of Law. Andrew has lectured both students and practicing attorneys on workers’ compensation, employment, and labor topics. Andrew is originally from Michigan and received a B.A. in Social Science from San Diego State University in 2010, where he was the general manager of KCR, the school’s student-run radio station as well as a member of the school’s Pre-Law Society. He is a proud resident of San Diego’s Ocean Beach neighborhood.
